If I use the Strike and Fade Striking Scorpion ASPECT TECHNIQUE, could an opponent interrupt my activation (e.g. as a result of the Guard action) before I change that BLADES OF KHAINE STRIKING SCORPION operative's order to Conceal?

No, but they can interrupt before that STRIKING SCORPION operative performs the free Dash action.
