Operatives can be placed on the killzone floor or on terrain marked as Vantage. In the scene below, the orange parts of the terrain are all Vantage terrain.

As long as the miniature stays on the vantage terrain, the base can overhang. The placement on the scene below is legal.
The operative's base can not be placed on any terrain that's not Vantage. In the scene below, all placements are invalid. Even if parts of the bases stand on the vantage floor, if some parts stand on the wall terrain, which isn't vantage, it's not a valid placement.
